Captain Andres "Andy" Martinez

Captain Andy Martinez has been with the Riverside County Sheriff’s Department for 22 years. Captain Martinez was first assigned to the Indio Station, now Thermal Station, where he worked patrol operations in the cities of La Quinta, Coachella and unincorporated areas of the eastern Coachella Valley. During this assignment, Captain Martinez served on the Coachella Community Action Team and as a representative of Coachella on the Coachella Valley Violent Crimes Gang Task Force.

In January of 2012, Captain Martinez was promoted to the rank of Investigation and remained at the Indio Station where worked an array of cases within the categories of crimes against persons and crimes against property. In August of 2013, Captain Martinez was promoted to the rank of Sergeant and transferred to the Palm Desert Station where he was assigned to patrol operations, and later selected for assignments as the City of Palm Desert’s Administrative Sergeant and the Palm Desert Stations Investigations Bureau supervisor.

In September of 2019, Captain Martinez was promoted to the rank of Lieutenant and assigned to the contract city of Coachella. In December of 2021, Captain Martinez was reassigned to the city of La Quinta. As a Lieutenant, his primary role is to oversee and manage law enforcement services, while finding opportunities to enhance the delivery, improve the quality of life for city residents and visitors, and reduce crime.

Captain Martinez was promoted to his current rank in November 2023 and began commanding the Thermal Sheriff's Station. Captain Martinez  possesses a Bachelor of Science in Education and a Master of Accountancy degree. Captain Martinez has been a life-long resident of the Coachella Valley with his wife of 12 years and 3 children.

Lieutenant Nicolas Lingle

Lieutenant Nicolas Lingle has proudly served the Riverside County Sheriff’s Office for more than 23 years, bringing a broad range of experience and a strong commitment to public service. Throughout his career, he has worked in multiple divisions  including corrections, court services, and patrol operations.

Lieutenant Lingle began his career at the Indio Station (now Thermal Station) where he provided patrol services to the cities of La Quinta and Coachella, as well as unincorporated areas of the eastern Coachella Valley. In 2012, he transferred to the Palm Desert Sheriff’s Station serving in patrol and contributing to specialized units such as the City of Palm Desert Special Enforcement Team and the Burglary Suppression Unit.

In 2017, he was promoted to Corporal and assigned to Court Services East. He returned to the Thermal Station in 2020 and was promoted to Sergeant in 2021. As a Sergeant, he served in several key leadership roles including patrol supervisor, Field Training Officer program supervisor, training liaison, and administrative sergeant. In 2024, Lieutenant Lingle was promoted to Lieutenant overseeing patrol operations at the Thermal Station. In August 2025, he was reassigned to serve the contract city of La Quinta as his primary duty assignment.

In addition to his command responsibilities, Lieutenant Lingle is an advanced officer training instructor and regularly teaches specialized courses at the Regional Training Center, training peace officers from agencies across the state. He also oversees the Field Training Program at the Thermal Station.

Lieutenant Lingle holds a Bachelor of Science degree in Criminal Justice and a Master of Arts degree in Organizational Leadership. A lifelong resident of the Coachella Valley, he lives in the community he serves with his wife and their three children.

Sergeant Patrick Mushinskie

Sergeant Patrick Mushinskie started his law enforcement career with Los Angeles County Sheriff’s Department in late 2001. He worked for LASD for 4 years, assigned to the Inmate Reception Center until mid-2005. He then joined the Riverside County Sheriffs Department and was assigned as a patrol Deputy in the City of Moreno Valley.  

From patrol, Sergeant Patrick Mushinskie moved to the stations Burglary  Suppression Team (BST), a detective team focused on burglaries and theft related incident in the city. In summer of 2011, he was transferred to the Palm Desert Station and assigned to patrol in the cities of Palm Desert, Rancho Mirage and the county areas of Desert Hot Springs and Thousand Palms. He later moved to the Palm Desert Special Enforcement Team.  

In June of 2015, Sergeant Patrick Mushinskie tested for Riverside County Sheriff’s Department K9 team and was accepted to the team then assigned to the City of Palm Desert K9 position. He later was moved to the City of Temecula as the stations area k9 handler. He remained with the K9 team until promoted to the rank of Corporal and transferred to the Hemet Station in July of 2023.  

In September of 2023, Sergeant Patrick Mushinskie was promoted to the rank of Sergeant and transferred to the Thermal Station, assigned to the station patrol.

Sergeant Mark Chlarson

Sergeant Mark Chlarson has been with the Riverside County Sheriff's Department for 19 years.  He was assigned to the Palm Desert Sheriff's Station where he served the communities of Palm Desert, Rancho Mirage, Indian Wells, and the surrounding unincorporated communities.  He worked patrol operations and held positions on the Palm Desert Business District Team and Palm Desert Traffic Team as a Motorcycle Enforcement Officer.

In 2012, Sergeant Chlarson was selected to the Riverside County Sheriff's Hazardous Device Team as a Bomb Technician and Explosives K9 handler.  He has held ancillary duties with the Riverside County Sheriff's Underwater Search and Recovery Team as a diver and Riverside County Sheriff's Honor Guard.

In 2022, Sergeant Chlarson was promoted to the rank of Sergeant and transferred to the Thermal Sheriff's Station where he was assigned to patrol operations. In October of 2023, Sergeant Chlarson was selected as the La Quinta Administrative and Traffic Sergeant.  In this position, Sergeant Chlarson is responsible for supervising the Traffic Enforcement Team, School Resources Officers, and the La Quinta Volunteer Program. 

Sergeant Chlarson previously served in the United States Marine Corps and possesses a Bachelor of Science Degree in Business Administration.
