On September 11, 2025, the Coachella Valley Conservation Commission (CVCC) voted to adopt revised By-Laws, that transitioned the Trails Management Subcommittee into an informal working group under the authority of the Executive Director. 

In 2008, the CVCC established a Trails Management Subcommittee to annually review and evaluate the Public Use and Trails Plan for the Santa Rosa and San Jacinto Mountains Conservation Area; provide input on trails issues related to the Coachella Valley Multiple Species Habitat Conservation Plan (Plan) to the CVCC; make recommendations for decommissioning and removing trails; provide information and education to trail users about the trails management program, to mention a few.

The Trails Management Subcommittee consisted of: (1) one representative each from the cities of Palm Springs, Cathedral City, Rancho Mirage, Palm Desert, Indian Wells, Indio, and La Quinta, appointed by the respective city councils; (2) one representative each from the Coachella Valley Mountains Conservancy (CVMC), County Parks, the Wildlife Agencies, the United States Forest Service (USFS), the Bureau of Land Management (BLM), and the San Jacinto Mountains National Monument Advisory Committee (MAC), appointed by the respective agencies; and (3) at least five individual representatives of trail interest organizations, environmental organizations, and independent researchers, appointed by the CVCC.
